Given that developing countries' economic growth is not always matched by customs policies fostering integration into the world economy, the World Bank's Trade Department offers guidance on the drafting and implementation of customs modernization projects. Drawing on lessons learned from past experience, the handbook discusses factors necessary for successful customs administration reform.
