Most countries undertake the types of fundamental institutional reforms that shift boundaries between the public and private sectors less than once in each generation. The ''Port Reform Toolkit'' offers background information, as well as concrete examples and specific tools and methods that can be used to make effective, sustainable reforms of public institutions. It brings together practical institutional designs and transferable modalities for increasing private sector involvement without compromising the public interest.
